Commission discusses subdivision
development

A deliberation about rural residential development
on Tuesday ended in two tabled discussions and three approvals.
The Ordinance Committee of Tippecanoe County's
Area Plan Commission met to discuss changes to the zoning ordinance
pertaining to rural subdivisions.
The first tabled discussion dealt with whether
or not the residential estates zone will happen in prime farmland zoned
land. The second dealt with the additional requirements of demonstrating
that "more than 50 percent of the acreage in the rezoning request is
either wooded; and/or non-tillable; and/or not mechanically harvested,"
according to the memorandum. The committee is considering omitting the
requirements of non-tillable or not mechanically harvested land.
The main discussion of the evening pertained to
easements. The committee decided that an easement would have to be 60-80
feet wide. Within that width there must be 20 feet of pavement, 20-30
feet for stormwater and 20-30 feet for buried utilities, said Bernie
Gulker, commission planner.
Prior to the discussion, the committee considered
the internal streets of the subdivisions. It agreed that the streets
must be hard surfaced, not gravel. Also, a turnaround must be provided
if an street ends in a cul-de-sac.
The set residential estate zone consists of no
more than 12 buildable lots, with a minimum lot area of 1 acre, and
leaving the option of common area.
The next Area Plan Commission meeting is scheduled
for 5 p.m. July 5. On Aug. 1, the committee will continue discussion
about rural subdivision development.
