Fountain cylinder is old concept

What has the advisory committee for the fountains done? The cylinder was in the original plan, so they have met for months and came up with the same idea? Perhaps now the cylinder is bigger, so I guess that means that it is now a totally new idea. If you can think back to when the fountains were once on, do you remember the Engineering Fountain? The water shooting up in the air and then coming back down. With this tube it sounds like you won't be able to see the water at it's normal low level, all you will see is a pipe.

If this isn't the way the fountain would look, would somebody from the advisory committee please wet our curiousity and quit leaving us high and dry.
