The Exponent's editor-in-chief was standing in the grass about 40 feet from the suspicious package for about two minutes before police approached him. He moved closer when it appeared that the package was simply a box of shirts. No official perimeter was established, and no police tape had been set up. No officer told him he couldn't be on the grass or asked him to move before Purdue police officer Austin Argerbright approached him. 

Argerbright grabbed the editor's arm and pulled him away from the scene without first asking him to move. The officer initiated the contact after the package had already been confirmed as safe.
